BOARD OF DIRECTORS’ QUARTERLY MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A quarterly meeting of the Knolls Village Townhouse Association was held on Tuesday, January 5, 2010 at the association clubhouse at 6:30 PM. Present were Directors Barbara Stokes, Loren Rohl, Josh Lunde and Martin Jepkes; Committee Chairs Fred Langford, Don Boyson and Ann Kingery; and Manager Warren Deutsch. Joan Rowe was present to record the proceedings.

A motion was made by Barbara Stokes and seconded by Josh Lunde to accept the un-audited December, 2009 financial statements as presented. The motion was passed.

Martin Jepkes made a motion to approve the minutes of the December 1, 2009 board meeting
as written. The motion was seconded by Barbara Stokes and was passed.

Fred Langford, Web-site Manager, stated that the December newsletter, the November minutes, the November balance sheet and the January meeting agenda have been posted to the web-site.

Ann Kingery, Special Events Committee, reported that the Christmas party was successful. The committee will not meet until March.

An e-mailed report from the Clubhouse Committee stated that there were 19 uses of the clubhouse in December. The storage area in the clubhouse is getting full. A review of the clubhouse rules will be made to determine if uses of the clubhouse for association sponsored events need to submit a damage deposit.

Don Boyson, Architectural Control Committee, reported that Barbara Arnold had joined the committee and the committee is now fully staffed. This year’s painting will begin about April 1st. Twenty-one repair letters have been sent.

It was reported that the reserve fund total is $406,097.00 and the painting escrow account totals $56,137.00.

Warren Deutsch, Maintenance Manager, reported that the December projects included snow removal, ice scraping, sanding of icy areas, tree trimming and trash collection. The City of Centennial has made a verbal commitment to move the street light in the spruce tree at University and South Knolls Way further to the west. The barrier at University and South Knolls Way has been completed. The fencing at the maintenance shed has been started. Four of seven backflow prevention valves were cut off and stolen and are valued at around $1,700.00. The remaining valves have been cut off and stored. In the spring, the backflow valves will be installed with connecting pipes so they can be removed and stored each winter. Warren will check into anti-theft enclosures or locking devices to secure the valves when they are in use.

The association policies that were revised to comply with SB105 did not include a collection policy. A motion was made by Josh Lunde and seconded by Martin Jepkes to adopt a clarified collection policy as written by the association attorney (a copy of the policy is attached). The motion was passed.

The Board will consider revising the notice to homeowners / tenants for delegation of privileges.
