BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION
A regular meeting of the Knolls Village Townhouse Association was
held on Tuesday, February 3, 2009 at the association
clubhouse at 6:30 PM. Present were Directors Barbara Stokes, Josh Lunde,
Joe Johnston and Loren Rohl; Committee Chairs Fred Langford, Don Boyson
and Jean Oatman; and Manager Warren Deutsch. Joan Rowe was present to
record the proceedings. Also present at the meeting were Harold Arnold,
Barb Arnold and Bob Evans.
Barbara Stokes made a motion to approve the minutes of the January 6,
2009 board meeting as written. The motion was seconded by Joe Johnston
and was passed.
Fred Langford, Web-site Manager, stated that the web-site has been moved
to a new server.
A report from the Clubhouse Committee stated that there were 10 uses of
the clubhouse in January.
Don Boyson, Architectural Control Committee, reported that the next
meeting of the committee will be held on February 19th. Two 90-day
letters were turned over to the Board and the committee processed three
requests for changes. An article will be written for the newsletter
reminding owners in this year’s painting cycle to have repairs done
prior to the painting scheduled for April.
The deadline for the February newsletter is the ninth.
A written report from Doug Hall, Treasurer, stated that the balance in
the reserve fund is $426,914.00 and the painting fund balance is
$51,122.00.
Jean Oatman, Pool Manager, reported that she purchased 6 new umbrellas
for the pool area as approved by Dick Campbell. Pool staffing will be
addressed at a later meeting.
Warren Deutsch, Maintenance Manager, stated that a proposal has been
received from Rushton Tree Service for the removal of 13 trees and
grinding of the stumps. Two bids have been received for the asphalt and
concrete work and two more are expected by the end of the week. The
driveways slated for reconstruction this year are 2403-2493 East Fremont
Court and 2505-2595 East Fremont Court. The maintenance staff continues
with general clean-up of the area and will be working on some pruning
projects. The irrigation system will be turned on early this year so
that all zones can be checked and changes can be made to help conserve
water. A proposal was submitted for the re-landscaping of some areas of
the complex to conserve water.
A motion was made by Joe Johnston and seconded by Josh Lunde to
approve the contract from Rushton Tree Service to remove 13 trees and
grind the stumps. The motion was passed.
The Board will conduct a walk through of the area on Saturday, February
14th at 8:30 am.
The revised reserve study was distributed to the Board to be reviewed
and discussed at a later meeting. Barbara Stokes will contact Ann
Eastridge regarding the status of the Special Events Committee. The
Board will host a volunteer appreciation cook-out on May 17th at 4:00
pm.
The annual community garage sale will be held on June 6th. Josh Lunde
made a motion to spend $80.00 to advertise the garage sale. The motion
was seconded by Barbara Stokes and was passed.
Contact will be made with the management of the shopping center
regarding issues with foot traffic access to the center.

A motion was made by Joe Johnston and seconded by Josh Lunde to approve
the contract from Rushton Tree Service to remove 13 trees and grind the
stumps for $7,860.00. The motion was passed.
The annual community garage sale will be held on June 6th. Josh Lunde
made a motion to spend $80.00 to advertise the garage sale. The motion
was seconded by Barbara Stokes and was passed.
