BOARD OF DIRECTORS’ QUARTERLY MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION
A quarterly meeting of the Knolls Village Townhouse Association was held on Tuesday, January 6, 2009 at the association clubhouse at 6:30 PM. Present were Directors Dick Campbell, Barbara Stokes, Rick Olson, Doug Hall, Josh Lunde and Joe Johnston; Committee Chairs Fred Langford and Don Boyson; and Manager Warren Deutsch. Joan Rowe was present to record the proceedings. Four homeowners were also present at the meeting.
A motion was made by Barbara Stokes and seconded by Doug Hall to accept the financial statements as presented. The motion was passed.
Barbara Stokes made a motion to approve the minutes of the December 2, 2008 board meeting as written. The motion was seconded by Josh Lunde and was passed.
Fred Langford, Web-site Manager, stated that he has made little progress in the establishment of the web site on the WebSite Tonight server. Fred recommends that we continue to use the front page format for now. The Board agreed with Fred’s recommendation.
It was reported by Dick Campbell that there still is no chair for the Special Events Committee, that there were 33 uses of the clubhouse in December, that some homeowners were told that the tennis courts should not be used as dog runs, and that the pool will be assessed for compliance with the Virginia Graeme Baker Pool and Spa Safety Act.
The Board decided that notices placed on the community bulletin board must be removed after 30 days. This decision will be published in the next newsletter.
Don Boyson, Architectural Control Committee, stated that the next meeting of the committee will be on February 19th and that the committee is full. There have been four requests for changes received and one 90-day letter sent. A reminder notice will be in the next newsletter for the repairs that need to be done prior to the painting cycle in the spring.
Doug Hall, Treasurer, reported that the total reserve portfolio is $391,740.00 and the paint fund totals $45,505.00. A CD will come due on February 19th.
Issues discussed by the homeowners present included a concern about the overgrowth on the public sidewalks of the neighboring complex and the basis on which the homeowners’ sewer bills were calculated.
Warren Deutsch, Maintenance Manager, summarized the December projects. The projects include the rebuilding three wooden bridges; snow removal, rock bed renovation and general clean up. The reserve study figures have been completed and sent to Association Reserves to issue the report. The proposal from Blade Runners for 2009 services was submitted for approval. Weed control in the rock bed areas has been added to the proposal.
A motion was made by Rick Olson and seconded by Joe Johnston to approve the proposal from Blade Runners for the 2009 landscape maintenance. The motion was passed.
There being no further business, the meeting was adjourned.
