BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A regular meeting of the Knolls Village Townhouse Association was held on Tuesday, October 7, 2008 at the association clubhouse at 6:30 PM. Present were directors Loren Rohl, Doug Hall, Cheryl Scher, Dick Campbell, Don Rothschild, Barbara Stokes and Rick Olson; and Manager Warren Deutsch. Joan Rowe was present to record the proceedings.

A motion was made by Don Rothschild and seconded by Dick Campbell to accept the financial statements as presented. The motion was passed.

Don Rothschild made a motion to approve the minutes of the September 2, 2008 meeting as written. The motion was seconded by Doug Hall and was passed.

Barbara Stokes, reporting for the Special Events Committee, stated that there were 40 to 50 people attending the October 4th coffee. The coffee was the last event planned for this year.

An e-mail report from Fred Langford, Web-site Manager, stated that the August minutes and balance sheet have been place on the web-site. The September newsletter and the agendas for the October regular board meeting and the annual meeting have also been posted.

Dick Campbell, Pool Committee, reported that the pool is closed and Jean Oatman, Pool Manager, will give a report to the Board at the November meeting. There will be changes in the pool personnel for next year and the search for new personnel will be started soon.

The Architectural Control Committee did not meet in September. The next meeting will be in October. The Board will meet with Don Boyson and Warren Deutsch to discuss the paint cycles and the issue regarding changing the paint color choices for the buildings and shutters.

Doug Hall, Treasurer, stated that the current value of the reserve funds is $357,665.00 and the balance in the painting fund is $28,583.00.

Warren Deutsch, Maintenance Manager, reported that the pool has been winterized and the sprinkler system will be winterized next week. The areas where junipers were removed are continuing to be replanted. Some edging and rock are being replaced. Warren is isolating the units that have greater than the average water usage and asking the owners to fix leaking toilets. Warren is also working on an updated reserve study. A decision will be made as to whether the Association should have Association Reserves do the update.

Barbara Stokes, Landscape Committee, stated that most homeowners are satisfied with the new landscaping along the fronts of the units east and west of the clubhouse. The contractor of that project brought some ground cover plants for use in the complex.

By electronic vote, the Board approved a temporary loan of $25,000.00 from the reserve account to the operating account.

A motion was made by Don Rothschild and seconded by Dick Campbell to approve the snow removal service agreement with Blade Runners for the 2008-2009 season. The motion was passed.

Dick Campbell made a motion to approve the 2009 budget, as presented. Barbara Stokes seconded the motion and it was passed.

A request from a homeowner to seal coat the private streets in the area to match the new asphalt on the city streets was considered. It is too late in the season to seal coat.
