BOARD OF DIRECTORS’ QUARTERLY MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION
A quarterly meeting of the Knolls Village Townhouse Association was held on Tuesday, April 1, 2008 at the association clubhouse at 6:30 PM. Present were directors Loren Rohl, Doug Hall, Cheryl Scher, Barbara Stokes, Don Rothschild and Dick Campbell; Committee Chairs Fred Langford and Ann Eastridge; and Manager Warren Deutsch. Joan Rowe was present to record the proceedings. Also present were 12 homeowners.
A motion was made by Don Rothschild and seconded by Doug Hall to accept the financial statements as presented. The motion was passed.
Dick Campbell made a motion to approve the minutes of the March 4, 2008 meeting as written. The motion was seconded by Doug Hall and was passed.
Fred Langford, Web-site Manager, stated that the minutes for February, the March newsletter, the balance sheets for December, January and February and the April agenda have been posted on the web-site.
Ann Eastridge, Special Events Committee, reported that three events are being planned: one on Memorial Day, one in July and one on Labor Day.
An e-mailed report from Ilena Lea, Clubhouse Committee, stated that there were 18 reservations for the clubhouse in March. The committee has obtained two bids for carpet and linoleum replacement.
Dick Campbell, Pool Committee, reported that plans are being made to keep the pool open, weather permitting, until September 14th.
Doug Hall, Treasurer, stated that the reserve fund balance is $401,295.00 and the painting escrow fund balance is $22,492.00.
A motion was made by Don Rothschild and seconded by Barbara Stokes temporarily transfer $15,500.00 from the reserve fund to the painting fund. The motion was passed.
Warren Deutsch, Maintenance Manager, stated that 66 homes have been painted and the front doors will be done later. An estimated cost for removal of a pine tree at 2543 East Geddes Avenue is $650.00. The replacement of the retaining wall at 2608-2648 East Geddes Place is nearing completion. The pool gate needs to be replaced. Six replacement trees have been planted. Warren is waiting for a revised concrete bid and the work can begin about two weeks after the contract is signed. The asphalt work can begin after the concrete work is completed.
Barbara Stokes made a motion to spend $650.00 to remove a pine tree at 2543 East Geddes Avenue. Cheryl Scher seconded the motion and it was passed.
A motion was made by Dick Campbell to contract with Split Rail Fence Co. to remove and replace the pool gate for up to $840.00. The motion was seconded by Barbara Stokes and was passed.
Barbara Stokes, Landscape Committee, reported that an over-all landscape plan is still in the planning stages. A plan to landscape one east facing building and one west facing building was presented to the Board.
During the homeowners’ forum, Loren Rohl, President, presented an overview of projects completed and future projects. Issues discussed by the homeowners were: having a spring and a fall community-wide clean up day; dog droppings; and unburied cables.
Dick Campbell made a motion to replace the current rental policy with an updated policy and post it on the web-site and mail the policy to all homeowners. Don Rothschild seconded the motion and it was passed.
Cheryl Scher stated that 35 people have signed up for the community garage sale.
The Board decided to have the reserve study updated and Joan Rowe was asked to contact Association Reserves for an update proposal.
A motion was made by Barbara Stokes and seconded by Don Rothschild to spend $2,175.00 to replace the carpet and linoleum in the clubhouse. The motion was passed. The Board would like to see samples of the committee choices.
Barbara Stokes made a motion to spend $12,000.00 to paint both sides of the University fence and the north side of the south fence. The motion was seconded by Dick Campbell and was passed.
Don Rothschild made a motion to have Prairie Eden Designs landscape the fronts of 2657-2697 East Geddes Place and 2709-2749 East Geddes Place. Doug Hall seconded the motion and it was passed.
A motion was made by Don Rothschild and seconded by Dick Campbell to adopt the Rule Regarding Landscaping on Common Grounds. The motion was passed.
There being no further business, the meeting was adjourned.
The Board conducted an executive session after the meeting was adjourned.
