BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A regular meeting of the Knolls Village Townhouse Association was held on Tuesday, February 5, 2008 at the association clubhouse at 6:30 PM. Present were directors Loren Rohl, Doug Hall, Cheryl Scher, Barbara Stokes and Don Rothschild; Committee Chairs Don Boyson, Fred Langford and Jean Oatman; and Manager Warren Deutsch. Joan Rowe was present to record the proceedings. Also present were Harold and Barbara Arnold.

Doug Hall made a motion to approve the minutes of the January 8, 2008 meeting as written. The motion was seconded by Cheryl Scher and was passed.

Fred Langford, Web-site Manager, stated that the balance sheet for December and the minutes for December have been posted on the web-site.

Don Boyson, Architectural Control Committee, reported that two notices have been given to the Board for action. The next meeting of the committee will be held on February 19, 2008. The painting committee recommends that the Board approve a contract from Real Painting for the painting of 120 units. The work will begin on March 1, 2008, weather permitting. The paint committee also reported that they are preparing a proposal for the next painting cycle. Because of the excellent prep work done by the current contractor, the cycle could be extended to six years by painting 60 to 65 units each year, beginning in 2009.

A motion was made by Barb Stokes and seconded by Doug Hall to approve the contract from Real Painting to paint 120 units beginning on March 1, 2008. The motion was passed.

Barbara Stokes made a motion to fund up to $150.00 for an appreciation party for the block distributors of the newsletter. The motion was seconded by Cheryl Scher and was passed.

The carpet in the clubhouse needs to be replaced or stretched.

Doug Hall, Treasurer, stated that the reserve fund balance is $385,024.00 and the painting fund balance is $84,322.00.

Jean Oatman, Pool Manager, can work 15 to 20 hours a week this season. She suggested that the Board approve Certified Pool Operator training for a member of the pool staff. The baby pool needs to be painted, an umbrella is in need of repair and she hopes to have the pool ready about two weeks before the opening. The pool will open on the Friday of Memorial Day weekend.

A motion was made by Barbara Stokes and seconded by Doug Hall to approve up to $200.00 for one member of the 2008 pool staff to receive Certified Pool Operator training. The motion was passed.

Warren Deutsch, Maintenance Manager, presented contracts from Blade Runners (lawn care and pruning), LaFarge (asphalt work), Metro Pavers (asphalt work) and Ruston Tree Service (tree removal). By the March meeting, contracts will be presented for the concrete work and retaining wall replacement.

Doug Hall made a motion to approve the contract from Blade Runners for lawn care only for the 2008 season. Cheryl Scher seconded the motion and it was passed.

A motion was made by Barbara Stokes to contract with LaFarge for one driveway replacement (2504-2594 East Geddes Avenue and patch work on East Geddes Place. The motion was seconded by Don Rothschild and was passed.

Don Rothschild made a motion to spend $8,500.00 to have trees removed. Barbara Stokes seconded the motion and it was passed.

Barbara Stokes, Landscape Committee, reported that the committee has asked Prairie Eden to submit plans for re-landscaping the front of an east facing and a west facing row of homes. The landscape policy is being reviewed by the association attorney and will be published in an upcoming issue of the newsletter. A meeting will be scheduled with Prairie Eden and Blade Runners regarding a contract for pruning.

The rental policy states that the owner needs to submit a copy of the lease and a statement that the renter has read the governing documents. A draft of a compliance form will be sent to the attorney and a decision will be made on whether enforcement of the policy should begin now and go forward or be made retroactive for all the current renters.

The Board will schedule a walk through at the March meeting.
