BOARD OF DIRECTORS’ QUARTERLY MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A quarterly meeting of the Knolls Village Townhouse Association was held on Tuesday, January 8, 2008 at the association clubhouse at 6:30 PM.  Present were directors Doug Hall, Rick Olson, Cheryl Scher, Dick Campbell, and Barbara Stokes; Committee Chairs Don Boyson, Fred Langford, Ilena Lea, Ann Eastridge and Kathy Quirk; and Manager Warren Deutsch.  Joan Rowe was present to record the proceedings.  Three homeowners were also present at the meeting 

A motion was made by Barbara Stokes and seconded by Rick Olson to accept the financial statements as presented.  The motion was passed. 

Rick Olson made a motion to approve the minutes of the December4, 2007 meeting as written.  The motion was seconded by Cheryl Scher and was passed.  

Fred Langford, Web-site Manager, stated that the November balance sheet, December newsletter, the October annual meeting minutes and the November minutes are on the web-site.  The 2008 trash pickup schedule and the 2008 event calendar are also posted on the site.  

Ilena Lea, Clubhouse Committee, reported that there were 19 uses of the clubhouse in December.  It was decided that only the procedure for reserving the clubhouse will be on the web-site.  It should state that the clubhouse chair should be contacted for reservations and signing of an indemnification form.  The name and phone number of the current chair will be available on the web-site.

Don Boyson, Architectural Control Committee, reported 6 requests for changes (5 for satellite dishes). Two ninety-day letters had expired and were given to the Board for action. 

Kathy Quirk, Nan Mathews, Ilena Lea and Ann Eastridge will work on the next issue of the newsletter in February. 

There were no reports from the hospitality, pool and tennis committees.

Doug Hall, Treasurer, reported that the reserve fund balance is $371,910.00 and the painting fund balance is $70,318.00.  There is a CD due in February and Doug will contact Gene West at Dain Rauscher to determine if bank CD’s are currently a safe investment.

Warren Deutsch, Maintenance Manager, reported that there were two water line breaks last month.  One cost $2,200.00 to repair because the break had to be located and an outside contractor was used.  The homeowner will reimburse the association $475.00 for the plumbing work.  The other break cost approximately $350.00, plus staff hours to repair. 

Barbara Stokes, Landscape Committee, stated that there has been no new activity.  It was requested that the Board have a meeting to discuss and set a budget for landscaping work.

A rental policy is in place and is posted on the web-site.  There has been no enforcement of the policy and a procedure for the enforcement needs to be established.
