BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION
The regular meeting of the Knolls Village Townhouse Association was held on Tuesday, November 6, 2007 at the association clubhouse at 7:00 PM. Present were directors Loren Rohl, Barbara Stokes, Cheryl Scher, Don Rothschild, Dick Campbell, Richard Olson and Doug Hall; Committee Chairs Fred Langford, Marilyn Heinle, Ilena Lea and Harold Arnold; and Manager Warren Deutsch. Joan Rowe was present to record the proceedings. Barbara Arnold was also present at the meeting.
A motion was made by Don Rothschild and seconded by Dick Campbell to accept the financial statements as presented. The motion was passed.
Rick Olson made a motion to approve the minutes of the October 2, 2007 meeting as written. Barbara Stokes seconded the motion and it was passed. A motion was made by Barbara Stokes and seconded by Cheryl Scher to approve the minutes of the October 9, 2007 annual meeting as written. The motion was passed.
Fred Langford, Web-site Manager, reported that the balance sheet for September, the minutes for September, the October newsletter and the agenda for the annual meeting are posted on the web-site.
Marilyn Heinle, Hospitality Committee, announced that she is resigning as chair of the committee. A solicitation for a new chair will appear in the next newsletter. The Board thanked Marilyn for all her work in the planning and execution of so many wonderful events.
Ilena Lea, Clubhouse Committee, reported that there were 19 uses of the clubhouse in October, including a wedding. A new vacuum cleaner has been purchased. The committee will decorate the clubhouse for the holidays. Ilena asked that the usage form for the clubhouse on the web-site be reviewed.
Dick Campbell, Recreation Committee, stated that both the tennis and swimming seasons were successful. Jean Oatman would like to manage the pool next season and there will be a discussion about keeping the pool open after Labor Day.
Harold Arnold, Newsletter Editor, stated that Kathy Quirk is considering taking over as editor of the newsletter. The Christmas party will be held on December 8th at the clubhouse. Mr. & Mrs. Claus will be there for the children from 5:30 to 6:30 and a piano player will be at the party from 6:30 to 8:00 for caroling.
Barbara Arnold reported that the total in the reserve fund is $355,731.00 and the painting fund total is $58,617.00.
Warren Deutsch, Maintenance Manager, reported that 4 units were painted and the rest of the painting will be done in the spring. Some touch-up painting is being done. Most of the requested juniper removals have been completed. The back-filling and re-grading projects are on-going and sod is being laid in areas where tree stumps were ground out and sidewalks were replaced. The sprinkler system has been winterized. Leaf collection is being done. The concrete, asphalt and sewer cleaning projects have been completed. Crack-filling will be completed today. The snow removal proposal from Blade Runners has been modified and they will provide service as requested by the Association.
Barbara Stokes, Ad Hoc Landscape Committee, stated that the association needs to define ownership of the areas in front and back of the units and define the responsibility of the association and of the homeowner for the maintenance, planting and removal of landscape materials in those areas. The Association has the final responsibility for the appearance of the common areas. The committee met with Five Star Garden Service, Inc. on November 3rd and walked the property with them.
A motion was made by Dick Campbell and seconded by Doug Hall to spend up to $155.00 for a landscape design from Five Star Garden Service for one six unit building. The motion was passed.
The Board reviewed 30 compliance letters from the Architectural Control Committee. The work has been completed by 14 of the homeowners. Five of the compliance issues are in the process of being completed and six of the owners have not been in contact with the committee. The remaining five letters are for minor violations. It was determined that there is no Board action required, at this time.
A motion was made by Dick Campbell and seconded by Don Rothschild to elect Loren Rohl as president of the Board. Cheryl Scher made a motion to elect Dick Campbell as vice-president of the Board. The motion was seconded by Barbara Stokes. A motion was made by Don Rothschild and seconded by Cheryl Scher to elect Doug Hall as treasurer. A motion was made by Barbara Stokes and seconded by Dick Campbell to elect Cheryl Scher as secretary of the Board. All the motions were passed.
There being no further business, the meeting was adjourned.
