BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION
A regular meeting of the Knolls Village Townhouse Association was held on Tuesday, August 7, 2007 at the association clubhouse at 6:30 PM. Present were directors Barbara Arnold, Cheryl Scher, Dick Campbell, Don Rothschild, Barbara Stokes and Loren Rohl; Committee Chairs Harold Arnold, Marilyn Heinle and Ilena Lea; and Manager Warren Deutsch. Joan Rowe was present to record the proceedings. There was also one homeowner present at the meeting.
A motion was made by Don Rothschild and seconded by Dick Campbell to accept the financial statements, as presented. The motion was passed.
Cheryl Scher made a motion to approve the minutes of the July 3, 2007 meeting as written. The motion was seconded by Barbara Stokes and was passed.
An e-mail report from Fred Langford, Web-site Manager, stated that the policies enacted by the Board are now on the web-site. The June minutes, June balance sheet and July newsletter are also on the site.
Marilyn Heinle, Hospitality Committee, reported that the ice cream social was well attended. The next event will be the Labor Day picnic. Flyers for the event will be delivered with the August newsletter and the charge will be the same as last year.
Ilena Lea, Clubhouse Committee, stated that the clubhouse was used five times in July. The air conditioning is not working well. New card tables are being purchased. On occasion, she has found the doors to the clubhouse unlocked.
Dick Campbell, Pool Committee, reported that the afternoon adult swim time has been well attended. An event for kids is planned for Labor Day from 10:30 am to 11:45 pm.
Warren Deutsch, Maintenance Manager, stated that the painting should begin about August 20th.
Harold Arnold, Newsletter Editor, stated that he has received 8 requests from absentee owners to have the newsletter mailed. Harold also stated that he needs articles for the September newsletter. The August newsletter deadline is at the end of this week.
Barbara Arnold, Treasurer, reported that the balance of the reserve fund is $400,933.00 and the balance of the painting fund is $44,575.00. Two printed copies of the policies have been requested. Barb Arnold, Cheryl Scher and Joan Rowe sorted old records and sent 16 boxes of records were shredded. These were the records from 1977 through 1999, except for annual audited statements, general ledgers, corporate tax returns, payroll tax returns, budgets, minutes and historical records.
Warren Deutsch reviewed bids from Metro Pavers for asphalt repairs and replacements, seal-coating and crack filling. He is still waiting for final bids for concrete work.
Don Rothschild made a motion to contract with Metro Pavers for asphalt removal and replacement. The motion was seconded by Dick Campbell and was passed.
A motion was made by Dick Campbell and seconded by Barbara Stokes to contract with Metro Pavers to seal-coat the driveways replaced in 2005 and 2006. The motion was passed.
Barbara Stokes made a motion to contract with Metro Pavers to spend up to $6,250.00 for crack filling. Barbara Arnold seconded the motion and it was passed.
The Board will vote electronically on concrete work when the bid comes in from Deco-Stamp.
A motion was made by Barbara Stokes and seconded by Dick Campbell to clean the main sewer line. The motion was passed.
The Board discussed the hiring of an additional employee through the end of October to help with the juniper removal for $10.00 - $11.00 per hour. Research into the new state laws regarding hiring procedures needs to be done.
Because TruGreen LandCare is terminating their landscape maintenance division, the Association has been looking for a new contractor to finish the season. Several contractors are being considered. The Board will vote electronically after reviewing the contracts.
The Board will have a special meeting on Thursday at 6:30 pm to discuss landscaping options for the fronts of the buildings and have guidelines for homeowners requesting landscaping changes in the front of their units. A proposal from Don Rothschild will be considered at that meeting.
An article regarding community parking issues will appear in the next newsletter. Barbara Arnold volunteered to update the association’s reserve study, after her term on the Board expires in October. The association attorney requested that the Board pre-approve any payments plans submitted by delinquent homeowners. The Board would prefer to review any plans on a case by case basis.
Cheryl Scher, Nominating Committee, stated that there will be two positions open on the Board in October. One homeowner has volunteered, Doug (Agnes) Hall. Loren Rohl stated that he would run for re-election. Additional candidates will be asked for in the August newsletter. Profiles of the candidates will appear in the September newsletter.
A homeowner feeding wildlife in the area has raised problems for neighbors. The Board will contact the attorney for possible solutions for this issue.
A “Volunteer Appreciation” party will be held at the clubhouse on August 11th. About 50 people are expected.
