BOARD OF DIRECTORS’ QUARTERLY MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A quarterly meeting of the Knolls Village Townhouse Association was held on Tuesday, April 3, 2007 at the association clubhouse at 6:30 PM.  Present were directors Barbara Arnold, Cheryl Scher, Dick Campbell, Don Rothschild, Richard Olson and Barbara Stokes; Committee Chairs Harold Arnold, Fred Langford, Don Boyson, Ilena Lea and Marilyn Heinle; and Manager Warren Deutsch.  Joan Rowe was present to record the proceedings.  There were also about 20 homeowners present at the meeting. 

A motion was made by Barbara Arnold and seconded by Don Rothschild to accept the financials, as presented.  The motion was passed. 

Barbara Stokes made a motion to approve the minutes of the March 6, 2007 meeting as written.  The motion was seconded by Richard Olson and was passed. 

Fred Langford, Web-site Manager, stated that the balance sheets for January and February have been posted to the web-site.  The annual audit report for 2006 has also been posted, as well as, the minutes for the February, 2007 Board meeting. 

Don Boyson, Architectural Control Committee, reported that a new letter has been drafted that will give homeowners 90 days to correct violations.  Homeowners will have 15 days to object to the violation. At the end of the 90 day period, if the violation has not been corrected, the matter will be brought to the Board for further action.  To date, eleven new violation letters have been sent.  The committee needs another member.  Meetings are held on the third Monday of the month.  Don stated that window well covers should be flat and anything on the front porches should not be unsightly. 

Marilyn Heinle, Hospitality Committee, reported on four up-coming events.  Coffees will be held on May 12th and October 6th, an ice cream social at pool side on July 22nd and the Labor Day picnic on September 3rd

Ilena Lea, Clubhouse Committee, stated that the clubhouse was reserved eight times in March and that there are 15 reservations for April. 

Dick Campbell, Pool Committee, reported that some new chairs and tables will be purchased this season and that the pump is being replaced in the next week.  The pool may open on the Friday before the Memorial Day weekend, if it is ready and the weather is good. 

Harold Arnold, Newsletter Editor, stated that there will be an issue this month and it will be delivered mid-month.  There are currently 30 people delivering the newsletter. 

Barbara Arnold, Treasurer, reported that the balance in the reserve account is $375,333.00 and there is $21,750.00 in the painting fund.  The excess from operations in 2006 will be transferred to the reserve account. 

Warren Deutsch, Maintenance Manager, stated that the association has received five written proposals for landscape maintenance services for 2007.  This year the association will be patching in the driveways and looking at repairing areas of concrete where there is standing water and off-set sidewalks.  Tree removal work will start on Monday, April 9th

New homeowners were asked to introduce themselves.  Joan Derrington stated that she would conduct a Tai Chi class in the clubhouse on Tuesday mornings at 10:00 am.  The capacity will be twelve.  Ann Kingery brought up issues regarding parking.  Dave Vandapool discussed graffiti on utility boxes, newspaper boxes and stop signs.  Penny Urbach brought up the issue of pet droppings and litter.  She suggested that the association consider a spring clean-up day for the area.  Other issues brought up by the homeowners were having the pool stay open after Labor Day and how to obtain special parking permits for the restricted areas along the area streets. 

BOARD MEETING

Compliance with SB 05-100 and SB 06-89 will be finalized at a special meeting being held on Saturday, April 14th.   

Proposed asphalt and concrete projects for this season total around $40,000.00 for the most critical areas.  Bids will be sought for this work.  A list is being put together for the removal of junipers. 

The annual garage sale will be held on April 27th and 28th from 9:00 am to 4:00 pm.  The association will place signs at the entrances and an ad in the newspapers. 

A spring clean-up day was discussed, but the issue was not settled. 

Jean Oatman, Pool Manager, presented a request for pool attendants salary increases.  This issue will be taken into consideration at the April 14th special meeting. 

The issue of private property (benches) placed on common property will also be added to the agenda of the April 14th special meeting. 

A motion was made by Barbara Arnold and seconded by Barbara Stokes to accept the contract from TruGreen Landcare for the 2007 growing season and  for sprinkler repairs.  The motion was passed.
