BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A regular meeting of the Knolls Village Townhouse Association was held on Tuesday, March 6, 2007 at the association clubhouse at 6:30 PM.  Present were directors Loren Rohl, Barbara Arnold, Cheryl Scher, Dick Campbell, Don Rothschild, Richard Olson and Barbara Stokes; Committee Chairs Harold Arnold, Fred Langford and Jean Oatman; and Manager Warren Deutsch.  Joan Rowe was present to record the proceedings.  One homeowner was also present at the meeting. 

Don Rothschild made a motion to approve the minutes of the February 6, 2006 meeting as written.  The motion was seconded by Richard Olson and was passed.  

A motion was made by Barbara Arnold and seconded by Barbara Stokes to accept the financials, as presented.  The motion was passed.

Fred Langford, Web-site Manager, stated that the January minutes and the March agenda have been posted on the web-site. 

There were 11 usages of the clubhouse in February.  A new pool pump will be installed soon.  Some minor changes were made to the violation letters by the Architectural Control Committee.  

Harold Arnold, Newsletter Editor, stated that there were no articles for a newsletter this month.  The next issue will be in April with the deadline being March 31st

Barbara Arnold, Treasurer, reported that the reserve funds total $367,078.00 and the painting fund totals $16,071.00.  The sweep of funds from the operating excess to the reserve funds will be approximately $7,269.00. 

Warren Deutsch, Maintenance Manager, stated that he is preparing specifications for landscape services for this year and will seek bids as soon as possible.  The association will be seeking a new contractor because the current contractor has been difficult to work with regarding several invoices from December that are in dispute.  Snow removal plans are in place for the remainder of this season.  American Civil Constructors has agreed to accept the records of the association for services from 12/20/06 to 12/30/06.  Two other invoices are still in dispute.  Extra work on landscaping projects will be limited until the Board reviews bids from new contractors.  The focus of work will be on the pool opening.  Warren presented bids for tree work. 

Dick Campbell made a motion to contract with Rushton Tree Service for up to $10,000.00 for tree removal, tree trimming and stump grinding.  The motion was seconded by Don Rothschild and was passed, pending receipt of proof of insurance. 

Jean Oatman, Pool Manager, stated that the pool will open on May 26th.  The daily hours will be from 9:30 am to 8:00 pm, with the first hour (9:30 to10:30) for adult swim.  The pool duties will be handled by Jean and three other staff members.  There is a need for 2 tables and 5 more lounge chairs.  

The next planning meeting of the Board will be on Saturday, March 17th.  

A motion was made by Barbara Arnold and seconded by Barbara Stokes to approve the annual audit report for 2006.  The motion was passed.  The audit report will be placed on the web-site. 

Cheryl Scher made a motion that the Association advertise for a community garage sale to be held on Saturday, April 28th.  Barbara Stokes seconded the motion and it was passed.  There were 3 yes votes, 1 vote in opposition and 2 abstentions. 

The Board decided that the Association would not purchase a computer, at this time.  

Checks will be signed at the beginning of the Board meetings.
