BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A regular meeting of the Knolls Village Townhouse Association was held on Tuesday, October 3, 2006 at the association clubhouse at 6:30 PM.  Present were directors Barbara Arnold, Cheryl Scher, Dick Campbell, Kathleen Sutton and Barbara Stokes; Committee Chairs Harold Arnold, Marilyn Heinle and Don Boyson; and Manager Warren Deutsch.  Joan Rowe was present to record the proceedings.  Richard Olson was also present at the meeting.

A motion was made by Barbara Arnold and seconded by Kathleen Sutton to accept the financial statements as presented.  The motion was passed. 

Barbara Arnold made a motion to approve the minutes of the September 5, 2006 meeting as written.  The motion was seconded by Barbara Stokes and was passed. 

A motion was made by Barbara Arnold to have a homeowners’ forum at the Board of Directors’ monthly meetings to begin at 7:30 PM and last for no longer than thirty minutes.  Cheryl Scher seconded the motion and it was passed. 

The report from Fred Langford, Web-site Manager, was submitted by e-mail.  Fred reported that the August balance sheet is on the site and he is waiting for the August minutes. 

Marilyn Heinle, Hospitality Committee, stated that a coffee will be held at the clubhouse on Saturday, October 7th from 9 AM to 11 AM. 

Dick Campbell, Pool Committee, reported that the painting of the pool has been completed and came in under budget.  The pump may need to be replaced before next season. 

Don Boyson, Architectural Control Committee, stated that the painting for 2006 in now complete.   

Harold Arnold, Newsletter Editor, reported that the next newsletter will be delivered on Saturday.  This issue will not contain a ballot for the Board election because there are two openings and two volunteers have expressed interest in the positions and the vote will be taken by those in attendance at the annual meeting on October 10, 2006.  It has been decided that future newsletters will be mailed to off-site owners. 

Barbara Arnold, Treasurer, stated that the reserve account totals $318,506.00 and the painting escrow account totals $5,801.00. 

Warren Deutsch, Maintenance Manager, presented costs for replacement of the fire-lane signs, costs for some back-filling projects and the snow removal contract for 2006-2007. 

A motion was made by Cheryl Scher and seconded by Barbara Stokes to spend up to $1,100.00 for fire-lane signs and posts.  The motion was passed. 

Barbara Stokes made a motion to spend up to $1,300.00 for labor and dirt to back-fill several low areas in the complex.  The motion was seconded by Cheryl Scher and was passed. 

A motion was made by Kathleen Sutton to approve the revised tennis court rules and post them on the web-site.  Cheryl Scher seconded the motion and it was passed.

The Association’s attorney has been requested to formulate a policy for handling homeowner disputes.  The Board will discuss the policy at a future meeting. 

Barbara Arnold presented the 2007 budget to the Board.  Some adjustments will be made and the budget will be presented to the homeowners at the annual meeting on October 10, 2006.
