BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION
A regular meeting of the Knolls Village Townhouse Association was held on Tuesday, September 5, 2006 at the association clubhouse at 6:30 PM. Present were directors Barbara Arnold, Cheryl Scher, Don Rothschild, Dick Campbell, Loren Rohl and Kathleen Sutton; Committee Chairs Fred Langford, Harold Arnold, Marilyn Heinle, Don Boyson and Ilena Lea; Pool Manager Jean Oatman; and Manager Warren Deutsch. Joan Rowe was present to record the proceedings.
A motion was made by Don Rothschild and seconded by Dick Campbell to accept the financial statements as presented. The motion was passed.
Dick Campbell made a motion to approve the minutes of the August 1, 2006 meeting as written. The motion was seconded by Don Rothschild and was passed.
Fred Langford, Web-site Manager, stated that the web-site is back up and running after a computer crash. The e-mail list is still being restored. Fred was asked to research the ability of having the Architectural Control form filled out on-line and e-mailed to the Architectural Control Committee.
Marilyn Heinle, Hospitality Committee, reported that 142 adults and 11 children attended the Labor Day barbeque. The next event is a coffee at the clubhouse on October 7th from 9:00 am to 11:00 am. The committee is requested a budget of $2,000.00 for 2007.
Ilena Lea, Clubhouse Committee, stated that the clubhouse was used 12 times in August and that the feed-back on the air conditioning has been positive.
Dick Campbell, Pool Committee, stated that there was an increase in pool usage this season and that the adult swim times were acceptable. The kid event held on Labor Day was successful.
Don Boyson, Architectural Control Committee, reported that the committee received eight change requests in August. During this painting cycle, the committee received great cooperation from the owners whose units needed repairs.
Harold Arnold, Newsletter Editor, stated that the next issue will be delivered on Saturday. This issue will contain candidate profiles.
Barbara Arnold, Treasurer, reported that the balance in the reserve fund $313,539.00 and the painting fund balance fund is $176.00. The Finance Committee will meet this month to prepare the 2007 budget and present it to the Board at the October 3, 2006 meeting.
By electronic vote, the Board approved a loan from the reserve account to the painting escrow account of $18,000.00 ($3,600.00 for this year’s cycle and an additional 18 units from next year’s cycle for $14,400.00). This amount should be paid back by the end of the year.
Dick Campbell made a motion that all remaining units (124) in the complex be painted in 2007, subject to a final contract cost. The motion was seconded by Cheryl Scher and was passed.
Warren Deutsch, Maintenance Manager, reported that the seal-coating and final touch-ups have been completed and that Brannan has completed the warranty work. Warren presented a proposal to paint the large pool this fall, with the association purchasing the paint and using Real Painting Co. for the labor. Warren will determine the cost of replacement of the fire lane signs. Warren stated that the fire department prefers that the address numbers be on the door jambs of the garages, facing the entrance to the alley.
A motion was made by Dick Campbell and seconded by Cheryl Scher to spend up to $4,000.00 to paint the large pool. The motion was passed.
Jean Oatman, Pool Manager, stated that pool attendance was up this season and that the pool staffing was adequate. Jean requested more lounge chairs for the area.
Several homeowners present at the meeting asked for the Board’s help and advice in dealing with problem neighbors. The Board will make sure the fire lane signs in this alley are legible. The association attorney will be contacted to ascertain if there are remedies that the association can pursue.
Another homeowner expressed concern for the safety of children playing in the alley loop from South Knolls Way to East Geddes Place. It was suggested that this loop could be closed off and made into two driveways.
Operating procedures for the clubhouse air conditioning system need to be refined.
Kathleen Sutton reported that there are two candidates for the two positions on the Board: Barbara Stokes and Richard Olson.
The dues increase voted on by homeowners has passed. There were 272 written proxies counted and the count was: 221 in favor and 51 against. The monthly dues will be $125.00 beginning on January 1, 2007.
Dick Campbell will review and revise the rules for the tennis courts.
The Board will start the process for adopting a written policy to handle disputes between the association and homeowners.
