Minutes February 4, 2003

BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A regular meeting of The Knolls Village Townhouse Association was held  on Tuesday, February 4, 2003 at the association clubhouse at 7:00 PM.  Present were directors Bob Evans, Don Rothschild, Mary Berlin, Susan Johnson, Lorraine Black and Jack  Buckwalter; committee chair Donna Whitney; and Manager Warren Deutsch. Joan Rowe was present to record the  proceedings. Also present were five homeowners.

A motion was made by Don Rothschild and seconded by Susan Johnson to  have a statement in the next newsletter regarding the drought surcharge  that has been added to the Association water bill. The motion was  passed.

A motion was made by Don Rothschild and seconded by Lorraine Black to  pay the association bills. The motion was passed.

Don Rothschild made a motion to approve the minutes of the January 7,  2003 minutes, as written. Mary Berlin seconded the motion and it was  passed.

The Finance Committee will meet on March 24, 2003.

Donna Whitney, Publicity Committee, state that the deadline for the  next issue will be March 7, 2003 and the issue will contain pool  information and water related issues.

Warren Deutsch reported that the lighting is being reworked in the area  of East Geddes Avenue and East Fremont Place. The project to improve  the middle tier of the retaining wall west of 2708-48 East Geddes Avenue has been put on hold until after the lighting project is  complete. Notices have been delivered to thirty-nine homes that have  had high water consumption.

Homeowner, Jody Block, stated that a group of homeowners have received  145 signatures to approve “revised” covenant changes.

Don Rothschild will chair the ad hoc committee for paving issues. This committee will meet on February 24, 2003 at 7:00 PM at the clubhouse.  Mary Berlin and Warren Deutsch will serve on the committee. Several other homeowners will be contacted to also serve on the  committee.

Warren Deutsch will explore options for improving the cooling system in  the clubhouse.

A chairperson for the Recreation Committee will be sought in the Spring newsletter.

A motion was made by Don Rothschild and seconded by Jack Buckwalter to  approve the spending of up to $750.00 for the improvement of the middle  tier of the retaining wall west of 2708-48 East Geddes Avenue. The  motion was passed.

Don Rothschild made a motion that, in order to take advantage of the  winter rates, the Association should proceed with the contract from  Metro Pavers to remove the upper tennis courts. The area will be seeded in advance of the spring wet season. The motion was seconded by  Susan Johnson and was passed. Lorraine Black voted against removal of  the courts at this time. The fencing will be removed by Warren Deutsch  and Harold Arnold.

A motion was made by Lorraine Black and seconded by Mary Berlin that  the minutes of the December 2, 2002 meeting be approved as written.  The motion was passed.
