Minutes November 5, 2002

BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A regular meeting of The Knolls Village Townhouse Association was  held on Tuesday, November 5,  2002 at the association clubhouse at 7:00 PM. Present were directors Bob Evans, Don Rothschild, Jack Buckwalter, Lorraine Black, Steve Pirazzi, Mary Berlin and Susan  Johnson; and Manager Warren  Deutsch. Joan Rowe was present to record the proceedings. 

A motion was made by Don Rothschild and seconded by Lorraine Black to join CenCON and pay the  $45.00 membership fee. The motion was passed. 

Don Rothschild made a motion to accept the financial statements, as  presented. The motion was  seconded by Susan Johnson and was passed. Don Rothschild made a  motion to pay the association’s  bills. Steve Pirazzi seconded the motion and it was passed. 

A motion was made by Lorraine Black and seconded by Don Rothschild  to approve the minutes of the  regular meeting of October 1, 2002 and the annual meeting of October  8, 2002, as written. The motion  was passed. 

Don Rothschild, Finance Committee, reported that the reserve balance  at September 30, 2002 is  $465,967.22, a decrease from the beginning of the year of  $17,462.55. The committee will update the reserve study. 

Lorraine Black made a motion to approve the budget for 2003, as  presented at the annual meeting.  Steve Pirazzi seconded the motion and it was passed. 

Bob Evans, reporting for the Architectural Control Committee, stated that the committee is having  success with personal contact with homeowners in violation of the  covenants. 

A written report from Donna Whitney, Publicity Committee, stated  that the deadline for the winter issue  of the newsletter is December 6, 2002. 

Lorraine Black, reporting for the Recreation Committee, stated that  there is no committee chair and no  pool manager. These needs will be addressed in the December  newsletter. 

Lorraine Black, Hospitality Committee, stated that she will continue until the end of the year with contacting new homeowners and distributing new owner packets. 

Don Rothschild made a motion to approve the contract from Arbor  Garden for the removal and trimming  of 13 trees and stump grinding for $4,380.00 and approve the  spending of up to $500.00 for replacement trees. The motion was seconded by Steve Pirazzi and was passed. 

The president was authorized to sign the snow removal contract from  American Civil Constructors. 

Miscellaneous issues were discussed: parking near 2544 East Geddes  Place; contacting the attorney  regarding an owner having a business in the garage; testing methods  for the removal of the “guest parking” lettering on the curbs; sending another letter to the owner of 2424 East Geddes Place regarding the garage door; setting up the new answering system; and advertising the November 19, 2002 amendments meeting. 

A motion was made by Don Rothschild and seconded by Steve Pirazzi to retain Bob Evans as president. 
A motion was made by Don Rothschild and seconded by Mary Berlin to elect Mary Berlin as treasurer. 
A motion was made by Steve Pirazzi and seconded by Susan Johnson to  retain Lorraine Black as secretary. 
A motion was made by Bob Evans and seconded by Jack Buckwalter to elect Don Rothschild as vice-president. All the motions were passed. 

Don Rothschild made a motion to accept the proposal from Bill Omeron  to audit the association records  and prepare the association’s tax returns for 2002 for an estimated  fee of $1,600.00 to $1,800.00. Susan  Johnson seconded the motion and it was passed. 

There being no further business, the meeting was adjourned.
