Minutes September 3, 2002

BOARD OF DIRECTORS’ REGULAR MEETING
THE KNOLLS VILLAGE TOWNHOUSE ASSOCIATION

A regular meeting of The Knolls Village Townhouse Association was held on Tuesday, September 3,2002 at the association clubhouse at 7:00 PM. Present were Directors Bob Evans, Dick Stokes, Don Rothschild, Lorraine Black, Fred Langford, Jack Buckwalter and Steve Pirazzi; committee chairmen Don Boyson and Donna Whitney; and Manager Warren Deutsch. Joan Rowe was present to record the proceedings. One homeowner was also present at the meeting. 

A motion was made by Don Rothschild and seconded by Fred Langford to accept the financial statements, as presented. A motion was made by Don Rothschild and seconded by Fred Langford to pay the association’s bills. Both motions were passed. 

Don Rothschild made a motion to approve the minutes of the August 6, 2002 meeting as written and the Record of Motions of the August 6, 2002 meeting as written. The motion was seconded by Lorraine Black and was passed. 

Don Boyson, Architectural Control Committee, stated that a number of homeowners are replacing garage doors. The owner of 7347 South Columbine Way will replace her garage door no later than February,  2003. All repairs at 2434 East Fremont Court ordered by small claims court have been done. Cable wires on the buildings should be painted the field color of the house. 

A motion was made by Lorraine Black and seconded by Don Rothschild to accept the edited Architectural Control Committee’s guide for homeowners, publish the guide and distribute it to new homeowners. The guide will also be available to homeowners requesting a copy. The motion was passed. 

Donna Whitney, Publicity Committee, stated that the deadline for the next newsletter is September 6,2002. This issue will contain the ballot for the election of three directors and the bio's of the candidates. 

Donna Whitney and Steve Pirazzi will pursue the idea of having advertisers on the association web site with links to the advertisers web site. 

Written reports for the Recreation and Hospitality committees were read by Lorraine Black. These reports are attached to these minutes. The issue of homeowners rights to common amenities was tabled until a later meeting. 

Warren Deutsch reported that 10 trees and 2 shrubs have been planted. The watering permit expired on September 1, 2002 and the sprinklers have been reprogrammed to comply with the restrictions for September. The irrigation system will be blown out in late September. Warren has scheduled meetings with contractors to get proposals for the cooling system in the clubhouse. 

A motion was made by Don Rothschild to explore the hiring of an engineer to propose solutions for the clubhouse cooling system. <> The motion was seconded by Fred Langford and was passed. Dick Stokes volunteered to look into an engineer for this project. 

Don Rothschild made a motion to present the proposed 2003 budget to the homeowners at the annual meeting on October 8, 2002. Fred Langford seconded the motion and it was passed. A motion was made by Don Rothschild and seconded by Fred Langford to project the reserve expenditures for 2003 at $46,000.00. The motion was passed. 

A motion was made by Fred Langford and seconded by Lorraine Black to pay bonuses to five pool attendants to total $1,450.00. The motion was passed. 

Lorraine Black reported that the Nominating Committee contacted 24 homeowners to run for the Board of Directors and the following have accepted: Mary Berlin, Jennifer Feurer and Susan Johnson. Lorraine  will contact a few more homeowners. 

Fall and spring projects were discussed. Some projects are the removal of the upper tennis courts, removal of parking signs, placement of cobble along South Knolls Way between the sidewalk and retaining wall and removal of trees by Warren & Harold and an outside company. 

Don Rothschild made a motion to spend up to $1,500.00 for cobble along South Knolls Way in two specific areas. Fred Langford seconded the motion and it was passed with Dick Stokes voting in opposition to the motion. 

There being no further business to come before the Board, the meeting was adjourned.
