Introduction

This file contains the substance of the booklet, Homeowner's Guide, that was distributed to homeowners in 2002 by the Architectural Control Committee. The pictures and drawings are omitted from this file.

The Knolls Village Townhouse Association was constructed by the Writer Corporation beginning in 1976 and completed in 1979.  There are six different models in the Village. They are known as the Concord, Deerfield, Lexington, Stratford, Williamsburg, and Yorktown.

The Association is a covenant-controlled community.  Each homeowner receives a copy of the covenants upon purchase.  The authority for the ACC committee is found in Article VIII Sections, 1 thru 6. The homeowner has a responsibility to be familiar with the covenants governing the exterior maintenance of their homes Article IX Sections 9.2 thru 9.5.

We have a 25-year history of homeowners who have volunteered their time and talents in order to provide the pleasant, well-maintained grounds, and facilities we enjoy today.   This section is intended as a guide to homeowners in an understanding of the Village appearance and their responsibilities in maintaining their properties according to the covenants.  Compliance with design guidelines and the terms of the covenants will preserve the inherent architectural integrity and enhance the aesthetic quality of the Village community.

It is important that proposed exterior improvements be made in harmony with and not detrimental to the rest of the community. Improvements must be submitted on a form and approved by the Architectural Control Committee prior to beginning work. A spirit of cooperation with the ACC committee and your neighbors will go far in creating an ideal environment, which will benefit all owners.  By following the design guidelines of this resource booklet, and obtaining approval for proposed improvements from the ACC committee, owners will protect their financial investment and benefit the entire community.

Replacement & Maintenance Guide

This replacement & maintenance guide is intended to provide you with information on the expectations of the townhouse association for replacement, maintenance or improvement that you may be contemplating for your townhouse.  Our concern is that our townhouses are well maintained and that improvements are consistent with the overall architectural integrity of the community.  Attention to the appearance and architectural integrity of the Village has resulted in the attractive, well maintained community we enjoy today.  With your help, we will be able to continue this well established tradition.

All exterior changes to your townhouse require the approval of the Architectural Control Committee.  Applications/Approval forms are found in the bulletin board in front of the clubhouse. Completed forms may be dropped in the black mailbox at the same location. The more complete your application is; the easier it is for the Committee to understand and respond to your request. The Committee tries to balance your needs against those of your fellow homeowners in a way that will maintain the architectural integrity of the village and the proper maintenance of our homes. The Committee will respond following the next scheduled meeting or prior to the end of 30 days whichever comes first.  Refer to the association covenants Articles VIII, IX, and X for compliance. If you have a specific requirement requiring more immediate action by the Committee we will do our best to accommodate you.

Regardless of whether or not an item is included in this booklet, all changes, additions, or replacements to your unit must be pre-approved by the Architectural Control Committee (ACC), and require a request form to be submitted for review by the committee. Record keeping is critical for both the Association and the Homeowner. As per our governing Covenants, all replacement products must complement the Colonial style of the community.

Where possible, we have provided samples of ACC Approved Styles in the booklet distributed to homeowners.

REPLACEMENT REQUIREMENTS

Overhead Garage Door

Replacement must be a 24-guage steel door having 4 vertical sections with 8 short horizontal panels on each section.  The door should be of good quality with wood graining.

Side Entry Garage Door

These doors must be replaced with a likeness of the original door either in metal or wood.  Paint the door the field color of the property.  Paint the edges of the door to avoid moisture damage. If doorway is to be closed off, it must be finished to match the balance of the garage wall - siding with battens painted to match the field color of the unit.

Shutters

Replace the shutters with a likeness of the original louvered shutters. Shutters must be the same length as the originals with a width of 14 or 15 inches.  The shutters should be painted according to the painting schedule for your unit.

Flat Roof

The flat roof of your garage should be replaced with built-up gravel or modified rolls.  We recommend the modified rolls because they are easier to maintain and more durable.  Color must be neutral to complement the pitched roof.  The flashings must be painted the same color as the trim. Certainteed Flintlastic Modified Bitumen (for the flat garages), in the color of Cypress Tan is an approved choice. If a homeowner chooses to add a pitch to their flat garage roof, it may not exceed 5 1/2” (the nominal dimension of a 2” x 6” board.)

Mansard Roof

The Deerfield model has a Mansard roof. When shingles are replaced, any exposed flashing at the change in slope of this roof must be painted to match the roof color.

Pitched Roof

This roof should be replaced with shingles that are the same color as the original. Tamko Heritage Series Asphalt Shingles (30 year) in the color of Rustic Cedar is the approved choice.

Gates & Fences

Rear gates and fences must be maintained.  Replacements are to be of the same height and material (rough sawn cedar) as the original or similar in appearance.  Gates may be painted or stained, using the field/base color of your unit.

Windows

All visible windows must have mullions/grids. Frame colors may be either white or almond.

Gutters

Replacement gutters and downspouts must be 4” or 5” aluminum or steel, and must be painted to match the painting scheme for the unit.  Vinyl is not acceptable.

Gutter Covers

Gutter covers are approved, but are optional.  They must be painted to match the gutter/fascia color of the unit.

Storm, Screen and Security Doors

Replacement doors must complement the Colonial style of the community.  Committee approval is required for the addition or replacement of storm doors, screen doors, security doors or any other type door to a Home. Notwithstanding the foregoing, professionally manufactured storm and/or screen doors consisting of glass with metal frames that are an approved color shall hereby be deemed approved by the Committee. The approved colors are white, black and the approved colors for the Home. The color should complement the field color and trim of your townhouse. See page 16 for approved choices.

Main, Front, and Back Doors

Replacement doors must complement the Colonial style of the community.  The front door should follow the designated painting requirements.  See page 15 for approved choices.

Light Fixtures

Additions and replacements must complement the Colonial Style of the Community.  Adequate and attractive lighting fixtures not only improve the appearance of your home but contribute to its security. See page 17 for approved choices.

Window Well Covers

Window well covers are approved, but are optional.  They must be either replaced or removed when they become cracked or cloudy.  Newly installed or replacement covers are to be flat.  Bubble type covers are no longer approved.

Window Wells

Window wells should be painted with a metal protecting paint that matches the field color of the house or with aluminum paint.  Not only does this enhance the appearance of your home but it also extends the life of the window well.

Foundation

Foundation must be painted the field color where siding interfaces with the exposed foundation.

Handrails

Rear sidewalk handrails, to facilitate safety at steps, must not extend beyond the edge of the garage, and must be painted the field color of the unit.  Please submit a detailed design/construction plan to ACC.

Skylights

Skylights and solo-tubes are approved, but are optional.  Newly installed lenses are to be located so as to not be visible to the street. 

Painting Requirements

Any repairs or replacement work must be painted in accordance with the paint scheme for the unit and the work must be completed within 30 days of your replacement or repair.

Helpful Definitions

ADDITIONAL ARCHITECTURAL CONTROL REGULATIONS

Air Conditioners

Committee approval is required. Only air conditioning equipment (including swamp coolers), which is ground-mounted and installed in the rear patio area, will be approved. The foregoing should be installed in such a way that any noise to adjacent Homes is minimized. Installation of air conditioning equipment (including swamp coolers) on the roof, in windows or, in the exterior walls of a home will not be permitted.

Astro-Turf

Neither Astro-turf nor any other floor covering shall be used on any front porch or any balcony.

Awnings

Committee approval is required. The color must be the same as the exterior of the Home, unless otherwise approved by the Committee. Metal or fiberglass awnings are not permitted. No awnings are allowed on the second story windows. No awnings are allowed on any windows that are visible from a common area.

Basketball Backboards

Committee approval is required. If garage mounted, the backboard and support structure should be clear or painted the same color as the house, unless otherwise approved by the Committee. Backboards, rims and nets on all types of basketball units must be maintained in a neat and clean appearance. Temporary basketball backboards also are acceptable but must be placed in such a manner that they do not block sidewalks and pedestrian walkways. Temporary basketball backboards shall not be placed upon any of the public or private streets in the Community. Temporary basketball backboards must be stored within the Home or behind the Rear Yard Perimeter Fence and must not be observable from the street when not in use.

Holiday Lights

All seasonal decorations must be removed within fifteen (15) days following the particular holiday or celebration, including any light fixtures or bulbs changed or modified for the season. Consideration of neighbors should be exercised when decorating for any occasion.

Patio Covers

Committee approval is required. Plans must show the exterior elevation, designate materials and colors, and include dimensions.

TV Antennas and Satellite Dishes

Pursuant to the Village Covenants, no exterior radio antennas, television antennas or other antennas may be erected unless approved in writing by the Committee. However, the Committee will consider for approval satellite dishes that are no larger than one meter in diameter and length and flat array wireless cable TV antennas. Requests to the Committee for approval of installation of such instruments must include provisions to install the satellite dish in as inconspicuous location possible and to screen the same from public view while still maintaining reasonable service and reception. ENTRY DOOR, STORM DOOR,  & SECURITY DOOR

Front Entry Doors

Replacement doors must be finished in the designated painting scheme for the unit.  The examples below are included for your information.  We strongly recommend that your replacement doors be of quality construction.  Names such as Larsen, Pella, and Andersen are examples of doors that will provide you superior service combined with quality appearance.  You must request approval from the Architectural Control Committee prior to installation.

Storm and Security Doors

Replacement doors must complement the Colonial style of the community.  We recommend a quality security door for your front door that will provide years of reliable service and enhance the appearance of your home.  The color should complement the field color and trim of your townhouse.

EXTERIOR LIGHTING FIXTURES

Replacements or additional lighting must follow the Colonial Style.  As per Covenants, the lighting must “be either indirect or of such controlled focus and intensity as not to disturb the residents of the adjacent property”.  See approved styles, below.

GARAGE DOORS

SERVICE PROVIDERS

From time to time the Architectural Control Committee receives requests for the names of people or companies that can make repairs to their townhouses. In response, we have prepared a list of businesses that have done work at the Village. This is provided as a convenience to our homeowners and does not constitute a recommendation on the part of the Committee or the Townhouse Association. We recommend that you obtain several bids together with customer recommendations prior to deciding on a contractor to complete your work.

The Village at the Knolls Covenants requires homeowners to submit formal requests to the Architectural Control Committee for any exterior changes to their homes.  Please submit this formal request for any exterior changes.  If you do not submit the request and your exterior change violates our Covenants, you may be required to remove your change at your expense.  Forms are provided at the message board located just south of the Clubhouse.  Our response is generally quite prompt but please allow up to 30 days.

Architectural Control: POLICY & REGULATIONS

Garage side entry door - install kick plate when bottom of door is moisture damaged.
Patio gates - must be cedar pickets with no "dog peep holes" Wrought iron gates are not to be installed.
Gutters - remove leaves and other debris as often as needed.
Front porches and balconies - tables and chairs must be in good repair and bikes, bbq's and trash are not permitted.
TV dish receivers - not allowed on front elevation.
Front porch - indoor/outdoor carpet not permitted.
Window grids - must match original style/design.
